    This is weird.

I just received my payment few hours ago from one of my clients in India (I am from India to) and my transaction was via paypal to paypal. There must be some other problem with your account. Try to contact paypal's customer support via email (There customer support is very good), you would probably get an reply from them within 4-6 hours.

You probably answered your own question :)

When you don't use your account for a long time they limit your account and then you will have to submit some documents they ask (happened to me once)

Just contact there customer support via email or give them a call if you can on there Toll Free Number they will surely help you out.

Ask him to select payment for "SERVICES" OR "GOODS" - whichever best suits your transaction.
You can also try sending him an invoice thru which he/she could pay

No you don't need an business account to receive payments in India, Premier PP account works fine.

Is your account verified ? Did you enter your PAN No. and updated your paypal account ?

Indian accounts cannot send or receive gift payments as they were being abused. That could be why.

Indian Clients don't have an option for gift under there tabs :)
It was removed last year in Feb

So that's certainly won't be issue over here, its something to do with 4 months of inactivity.

Well just contact the customer support :)

I dont think inactivity is concern for such occurrence, just contact paypal and elaborate the issue.

No its not CRAP, RBI has done it to stop money laundering and you can still pay by your paypal balance, its just if you are using CC to pay to an Indian merchant/ service provider then you can't
