You do remind me of my romanian webmasters with an age around 12. You hope to attract users by making them moderators. This will not work and in one month time you may find out that your forum is dead. Try and bring some content there, offer the users a reason to join the forums because no one will just register and start making threads. Again, offering mod to make users come to a forum is not a good idea.

You surely want lots of dedication and commitments for free!

Forum moderation, like any other commitment, needs time and commitment. You not only need to browse through all the threads, you also need lots of deliberation. You need to be cautious while deciding on an action; should it be made sticky, should the op or any commenter be cautioned or the thread closed for good. Any forum mod needs to factor so many consideration before taking a decision. Small decisions can make a lot of difference. When a new member joins any community, he is initially apprehensive. He would surely go through the existing threads and try to gauge the atmosphere, members along with actions by mods, before commenting on a thread or creating a new thread. Be too strict, members loose the initiative and become defensive. This can lead to inhibited growth of the forum. Be too lenient and members may go overboard in terms of bashing others. This could very well lead to the forum being spammed and becoming worthless. It's tricky situation.

The least which can be done for ensuring quality content and a relaxed and natural atmosphere is to pay forum moderators. If you do not want to pay because you do not make anything right now, try comparing this approach to a offline business. Will you be able to refuse rent payments as you do not make anything? I don't think so. If you are serious and want to make it real business, then get rid of the casual attitude. It will not get you anywhere. To succeed, you need to treat any business, off line or online, like a real business which would need some commitments and investments. It is fairly easy to get a dot com domain for less than $2 and slap a forum on it (am sure you can get free scripts) but it is a different ballgame to succeed with a casual approach.

High quality teachers usually nurture more capable students, high quality moderators can help in a better quality forum.

Just my honest opinion. You may or may not agree with it.
