Hey guys, wanted to you ask you.. I'm an international publisher.. What are the networks that are good reputable networks and accept international publishers, also how does the tax thing go? Will they take 30% of the commissions earned from the account before paying out or not?

I'd suggest you check out peerfly and maxbounty, they are well-known affiliate networks with great reputations, and they accept international affiliates as well.

For the tax thing, you normally need to email / fax a w8 form to them, they won't take 30% commissions from your account, no worries. ;)

Report your taxes accordingly to your Country or State. Contact your Revenue's and Customs Office. Networks will not take commission off, it is up to you to report your taxes as a business or a Sole Trader.
