    I want start a proxy network with 25 to 50 domains is it the best time to start? any suggestions.

    You need to wait the timing around 1 week before school starting.

    So that you can capture student market who use proxy to access facebook.

    I would say it's not very saturated market. If you start now you'll be indexed and possibly ranked high by the time mentos suggested. Scratch that if you are going to advertise. Anytime is better than sitting and waiting. If you have time move it.
