Do you mean if it is controlled by "senior" editors, they can not simply login to their editor account and list what ever sites that they want, where ever they want?
Just make your description and title good when you submit your link to DMOZ and give it time.. it takes the editors a while to review everything.
Can the above members who mentioned seo companies can guarantee listing in DMOZ please provide those companies information? Thanks.

For some, it's 2 weeks. For others, it's 2 years. Depends on the quality of the site, the activity (or non-activity) of an editor in the selected topic, the relevance of the selected topic (for example, don't submit a swimming pool maintenance site to the top level Science topic), how many thousands of sites are submitted to that same topic, how well the submitter followed the basic submittal instructions for title & description, plus probably other factors I'm not aware of.
Or 4 years or 10 years or never. I think the only important information in your post was this part: "plus probably other factors I'm not aware of." Are you by any chance a DMOZ editor trying to get editing rights to a new category by posting here?
You can submit to dmoz but there is never a rule that you will get accepted i dont think they even update the site any more! do they?

We haven't started our directory submissions yet, but even if we did we haven't been around long enough to be reviewed and accepted by DMOZ. The main point of my article is that the way to get listed in DMOZ is to create the type of content that they want to list. Think of it as trying to add value to DMOZ. If you can find a way to do that then you should be able to get your site listed.
Why would anyone want to go to SEOChat to read whatever it is you have to say? I hate that forum. If it isn't interesting enough to post here, it ain't gonna get read. And why the hell would we want to do that? That advice is just dumb, in my opinion. I would far rather concentrate in creating the type of content my visitors want to read/see. If DMOZ wants to list me, fine with me. If they don't, fine with me. My goal is to keep my visitors happy, not DMOZ.
This has got to be a first - I agree with Minstrel. That advice is dumb - visitor satisfaction is the key to a successful website.
I never said that one shouldn't create content for one's visitors, only that if one wants to get a link from DMOZ then one should consider what would help one get a link from them. It all depends on how valuable one sees a link (or multiple links) from DMOZ. If you don't think it is of much value then obviously you wouldn't want to do too much to get a link from them. However, if you feel that it can help drive qualified traffic to your site or give you quality backlinks which can help you in the SEs then it may be worth it to create content to help get you listed in DMOZ. Similar to writing articles for other peoples site to help get quality backlinks.
