Indeed, that is the product for wordpress people use, and I've seen a few good examples. But you also see people running a directory script alongside wordpress as well, as there is little benefit to using a plugin.

I would recommend you use a separate software for web directory purpose over using Wordpress plugins if you are serious enough about directory. A specific web directory script such as phplinkdirectory is far more better in user interface and links management. Your directory will be spammed with a tons of invalid submissions and just directory plugin cannot handle most situation from my past experienced.
Wordpress is a fantastic piece of software for blogging, and courtesy of some inventive plugins hundreds of other things, but IMO it's not great as a replacement for a directory script. If you're fixated on using WP - DirectoryPress I believe is the front-runner, but I'd consider weighing up all the options if you're serious about starting a directory.
every one here is saying manual is the only way to go - maybe they have tried programs and have run into ranking penalties?
It seems half the posters on this thread have confused directory software with directory submission software.
