    Its hard for me to suggest a country. It all comes down to what you can offer.

    European traffic has decent CPM's. Canada as well.

    Overall pop-ups are becoming less and less each day due to their obtrusiveness. Many visitors will not visit sites simply because they serve pop ups.

    I've been evaluating adonnetwork.com; so far it's the best I've seen. This is the first I've heard of Spark, so I'll give that a look, too. Jay, can you shoot me a PM or something with your contact info?

    AdonNetwork is a decent option for USA pops. Last time I ran - eCPM between $2.00 - $2.75.

    1/24 frequency cap.
