A little bit heat of Hair dryer should do it I guess!
Or keep the plastic in sun for sometime and then try peeling it off.

I tried to remove it and left it like that coz a part of the word had already stuck on the cover.. now keeping it in sun or blowing hair dryer on it .. can it help to get the ink on the plastic to stick back on the certificate...

Can you not buy a new certificate? Otherwise cut away the edges of the plastic so you can bend it from any angle. Cut away any plastic that isn't stuck to the letters/certificate. Press in the center of the text that is peeling off (on top of the plastic) and then bend the plastic and move you finger so that it reattaches the letters to the certificate. Make sense?

Can that do the work .. I mean pressing it to the center of the letter can attach the words back again to the plastic

Depends what the text is made from and what the plastic is made from. Hard to say whether it will work or not because I don't have it in front of me. If it doesn't work then try some heat as mentioned above.
