What do you actually want to know? Do you want information about the iOS and Android SDKs, or are you asking about a third party engine to do both? If it's the latter, Corona can compile for both - it uses Lua.
There is also phone gap and titanium where you can create apps for both using Javascript and HTML. If you want to actually learn the frameworks Apple's website is probably the best place to start. Stanford also has 3 different semesters of the IOS programming course on ITunes for free which is a great way to jump into IPHONE development. The android website has some videos as well. The best way to learn is to download the SDK's and start playing. Android has add-ons for Netbeans and Eclipse.

I know C# windows app and (asp.net) web app application development, i know PHP application development but i'm totally new in iphone and android apps development. Please give me some tips.
"just do it" .. there are so many free resources for Android. Go to youtube and there is a video tutorial that will help you get started. Not sure about iOS. I am helping some developers sell apps and some are already making good money!
