As mentioned above, getting links is the key. Try article marketing (submitting to Ezine Articles as well as services like Unique Article Wizard) and submitting your site to high quality directories.
Backlinks like people said... with proper keywords in the anchor text that you want to be found for as well is key. You can blog post and forum post (including links in your signature, or if you have great content to post then you may be able to put it in your post as well if sigs are disabled). Directory listings help too, there are many free ones, some you must pay for. I think yahoo dir is still the best if you can get listed on it, business.com is good too, dmoz of course, and a few other top ones. I run a fishing website for instance, I pay to be listed on many of the sites in my area that are the top dogs on google now, some of which are run by the county for tourism and such so they likely will always be as they have a large advertising budget. I post on fishing forums with catch reports/pics and they never mind if I put a backlink to my site from that, brings lots of traffic usually. I find ones all over the world, have about 50 or so atm that I post on at least once a month, usually more for the busier ones. And I also post on related (and some unrelated) blogs and forums too. Also which I haven't done, but link building with other fishing business that are not in my area (as the owner does not want to link directly with competition) we may start doing. Also link with local hotels as there are some with strong website, and doing business together is mutually beneficial. We are listed on dmoz, not on yahoo (may try that though too, though we are PR4 right now which is pretty good better than most my competition). And I listed on a bunch of free directories, many im sure did not get accepted, but some have. Having our blog also helps as people often link to that and I promote that on facebook/twitter with the fishing reports, which are also fed to the main website, and that's up to PR3 now. It is tedious work and time consuming, but as I am a partner in the business now, it's nice to see my rankings climb on google. Just my example
This assumes that PR is still around , with no major updates since early last year you might just be whistling in the wind.
Yes getting good back-links will help to achieve PR. Remeber always try to link with higher PR themed wbsites. Always try to introduce good and unique content to your site.

It is very easy to get Google page rank. Just add fresh and unique content, build quality back links and also more important visitors average time on your website.
High PR links are important but try to find back links only from your niche websites. Niche related Back links of high PR are more important than other high PR links.
