Do you have problem to verify your account? If you don't have credit card, you can use your bank account to verify on paypal
You can transfer funds but it will be very limited and pretty much unusable because the limits are so low.

No, Paul. You can still receive and send money if you're unverified. It's just that it's going to be limited. I suggest getting a credit card or debit card with a VISA or MASTERCARD logo. It's worth the trouble, if you ask me friends. Hope this helps.
