You didn't see it because such a penalty doesn't exist. I see your link in your signature, should I send you 5 million links now and nuke you out of the SERP's? I could try but would fail, because Google knows competitors would do these kind of things so the only thing happening in such a case is that all these links would simply be devalued.

Best approach will be write a few articles and submit them to article directories websites. When writing articles focus on major keywords searched by people. Always write precise and to the point. Be very original in your writings, about 250 - 400 words are sufficient. main thing which matters is the quality.

You can also write reviews and tutorials and submit them to specific websites. Hope I was of some help.

It is a lot more simple to get backlinks to your site than you think. Infact you may even be already doing so on a daily basis without even noticing it. The difficult part is getting good backlinks from high PR sites which are also closely relevant to your site. If you can do this on a daily basis you wont have a problem. Simply do a search for your site type followed by dofollow directory or articles and see what you get. Most people expect some kind of easy, automatic, foolproof system but it is not like this unfortunately. It is different for every type of website but most of it is just simple common sense
