Well there are lots of ways for your site to become SEO optimized, I dont think there is a certain point

Hard to answer really there are so many different factors there is always more that can be done, even when you think you have covered every aspect thats knowen to effect SERPs you end up coming up with a new idea on how it could be slightly better. When you are on top with all your site keywords in all 3 major search engines, only then consider your site is optimized. But it is not your goal. Work continue to keep yourself in staying condition and get a handsome revenue.
