Follow below steps & you will have good pagerank

1. Get links from high authority 'pages' (Pages with good pagerank. Not pagerank of site)
2. Continue building quality links
3. Don't forget above two points , you will have good page rank

Ex: if you get 2/3 links from PR2 pages.....probably you will get pagerank 1. If you get 3/4 links from PR9 'pages'...you will have PR7/8. Hope this helps....

## good and unique content
## high value back links from sites with a high page rank
## action, expressed in regularly fresh content.

These three factors should be considered in relation to each other. It does not help so much to have very many back links for instance but no action.
