Sorry if this question is repeated question, but whom review the applications and whom accept the new editors?

Meta editors review applications for both new editors and new permissions for existing editors.

We have meta editors from many countries and are fluent in many languages.

Yeah right, if that was the truth somebody would be able to check more then half of my edits and verify there was no Conflict of Interest. Instead I got removed since nobody could check my edits so it was far simpler to remove me – one editor more or less, who cares? They are drooping like flies anyway.

So many international categories can be turned into spam haven since no senior can check what is written there, only dwindling number of editors are keeping them clean, but once they are gone and spammer get in... :(

That's perhaps the silliest reason I've ever heard someone come up with for why they got removed.

Let's see I got warning about Conflict of Interest based on few words taken out content of my posts here and at the same time I applied for small category to which I planned to add 200+ missing websites amongst them two of which I was affiliated with so unless purpose of my removal was to prevent me from adding 200+ missing content rich websites to DMOZ only reason left is that since nobody would be able to check my edits simplest solution is to kick me out and possible problem removed.

OTOH maybe somebody has idea to cash in on those 200+ websites but he will be very disappointed once he finds out that none of those website owners ever heard about DMOZ and wouldn't pay a nickel to get listed. :D

So should I write the application in English or in the language that I want to apply for?

The evaluating meta needs to be convinced that your language skills in the language that you're applying for are adequate. If you use English, how will they know :) ?

Its best to use the language of the category. Don't forget that your example websites must also have content in that language.
