It depends on the domains where you get the backlinks from and how your own domain's metrics are. Blogroll links are a great way to increase Link-Pop, but Domain-Pop got alot more importance these days.

It does help, but it is better to get a link from a related site. If will help your SEO a lot more. Don't chase pagerank, but aim for quality links from websites with similar content to your topic of subject, and I promise you will get results.

Unless the sites use blackhat methods (which it can sometimes be hard to tell) then it's all good, but I like to stay away from pay or trade links altogether, there are so many other ways to do it.
