You can use software like Adobe After effects (there's probably a free trial on their website) for that, and there will be tutorials on the animation and embedding the voice over.

About the SEO, it's not my website, sorry. However there are many people in BST who offer that sort of thing

 

I’d say hire a flash designer.. All those effects can be done in flash. The only thing is you would either need to Find/or/Hire a actor for the voice parts but there are some pretty nice voice programs out now that don’t sound to artificial.

I can do all the flash effects as could most flash animators but the voice recording would be the hard part in my opinion.

Adobe after effects is a great program! I haven’t learned all the ins and outs yet but it would be difficult in your time frame to create something similar in after effects if you don’t already know the program.

I’d say hire a flash animator they are all over craigslist and this site as well!
