I don't know what is Dmoz policy. I have submitted at least 15 website to it in last 4 years. Unfortunately no one was approved. It is very strange. Anyone can guide me, Please.
No one knows... It is still a mystery. Have you used the same email id or submitted the same site more than once? approval takes time. Anywehere from a few weeks to about 6-8 months. You have to be VERY patient with ODP. Go through the terms and conditions on their site. But even if you submit the best of sites taking care of all the things that the ODP brags about, you wont be listed.
If you spend a little time looking in the right place you will find where to pay editors to get listed. As for free it's not going to happen.
You are right it is a stupid business plan. All editors are volunteers, all material is available for anyone to download and use for free provided they give correct attribution. Which other business plan intends to make a loss?
For your Kind information, DMOZ does not have any business plan. So do not abuse DMOZ for which AOL is responsible actually.
Why would a group of hobbyists persuing their hobby ever even want a business plan, we are NOT a business, never have been never will be.

I have been trying to submit my website to Dmoz for 3 years but i still couldn't find a way to do it. Should it be just too much complicated? I wish there were an easy way to do it.
