I think on-page and off page optimization both are important to increase the back links.To increase the page rank your on page must me good and for off-page you have to work hard to submit articles, links, blogs etc.

Well said here Jimmy. I also think that if we want to conduct a decent online business, we should build reputation by making ourselves the authority on whatever kind of business we are focusing to. I have proven record that someone with no SEO to promote their site is having much more visitor than the one that actually do the promotion for their site. Why is this?

One thing I can think of that they are building an icon for themselves in their chosen niche. Doing this, people knows that person is really an expert of whatever he is talking about or at least have experinece with this.
