I'd like to know name or keywords of searching for such image effect



i mean the spot lights ( just wait 3 seconds looking at the image )

is it photoshop effect or have anyone idea about it

Yes, you can do this with photoshop or an other .gif software making, I don't know which is the best for that but PS looks to be the best.

i've found it at photoshop effects Menu >> renders >> lens flur >> then using animation window to repeat layers

Was the quality good? Usually when i render things as a GIF extention the quality of the picture goes down drastically...

 

Well, yes in fact the quality will droped here was my 1st test



i think its quality is less by 40% than it should be , i will try to search for another way or an idea how to keep the quality.

 

animated stuff looks so stupid in sites though.......

 

You can use the Tween feature on the Animation Pallette to make a better animation effect. Also, save it as a .psd then follow http://www.adobe.com/designcenter/tutorials/phsfiles/Import_Photoshop_Files_Into_Flash.pdf to turn it into flash, instead of a .gif
