Do you mean instant approval with no review? I approve worthy sites quickly because I work my directory business full time. I doubt that Google would have a problem with that. Automatic approval is another story. How can they not be filled with spam?
"Free + Fast = Spam" Yes this has to be the case, maybe with a very few exceptions. One reason I have never operated a free directory is because of the time it takes to review the flood of submissions. Most are not worth approving. IMHO, the only reason to offer free listings is to seed a new directory.
I don't operate any free directory for the similar reasons you mentioned above. I don't have enough time to review thousands of free submissions even if all of them are worth approving. The review fee I charge saves my time a lot.
