How can improve link popularity with natural link building? or which strategy is the best of increasing link popularity? Any suggestion and tips are most well come.

Forum posting and blog commenting are good if your labor is cheap and if you have lot of time to spare. What's about writing great content in the site and inform relevant webmasters to have a look at it and link it if he feels ok. Let me know what you thinks about this.

I dont think inform other webmaster after publish the content on your site, if you publish quality content on your site after Search engine crawl its automatically get traffic and other will use your site as useful resource to your site and linked you. So all are depending on your quality and search engine friendly writing of your content.
