I think yes ... since it is good way to display ads ...

rapidleech sites are 100% in violation of all possible copywrite laws thus not allowed by adsense. yuo run adsense on such sites and yuo risk your account being banned

 

One thing I am sure is that adsense pop up ads is violation of the term and condition of google adsense
