    That depends on many factors.

You have to give us some more information.

There could be many causes - anything from "unattractive ads", weak keywords and so many other things -

    - Keyword matching type
    - Negative Keywords

There are many aspects to consider I would always recommend however to utilise "keyword insertion" in your text ads

Keyword insertion is an advanced feature that can help make your ad more relevant to a users search query. To use keyword insertion, you place a short piece of code into your ad text. Each time the ad shows, AdWords will automatically replace the code with the keyword that triggered the ad.

Gordi has the right answer... Split testing is the correct way to determine what your visitors want. And not only split testing your ads; but also split test your landing page with Google Optimizer so you can bump up conversions as well as CTR.

A simple A/B split test with a different headline may surprise you when you check the results...

Split testing doesn't determine what your visitors want.

What it does is, to let you know whether you are communicating your offer to your customers effectively.

To determine what your customer wants, it takes much more than just split testing.

I would always use keyword insertion in your adverts (along with a couple of standard ads) it can dramatically increase your CTR's as the users search query in inserted in to the headline of your advert!

By the way, higher CTR doesn't mean you will make more money.

You have to pay close attention to the quality of the traffic you are getting.

And then of course look at how your pages are converting.

Why are you not satisfied with your CTR in the first place?

It all boils down to testing. I have run several tests before I found the one that really got me the results I was looking for. It could be placement, or your call to action isn't right. Maybe you're not envoking emotion in your reader. There could be several reasons you are not happy with it so just get down to testing different ads to see which ones hit. You must also know WHERE to try and hit, if you are not touching on buying keywords then you could be running into problems even if your ad is perfect.
