You can't set it to dofollow, however nofollow links aren't that bad either. Also its good for traffic if you can get enough followers
Only website owner can make links dofollow and nofollow and you cant do anything in this . If you make good tweets and followers related to your niche than dofollow/noffolow doesn't matter .

There is no way to make twitter links no follow to do follow. Its the website admin who has the rights to make these changes...
