Is Alexa traffic report based on site traffic only?

Is Alexa traffic report based on site traffic? I'm not sure that its ranking is only based on traffic. If anybody has any idea about alexa traffic rank then plz shares your views.

Which means, Alexa only counts IE surfers, and more - the people who have the Alexa toolbar = Biased.

Alexa users are most definitely more tech-savvy than average. I bet half of the users are web developers, themselves, checking Alexa ranks everywhere else on the net. Definitely not something reliable.

 

Well, it considers many other things on a 3 month basis and then decides which one is popular.

There seems to be a misunderstanding here. I'm not entirely sure Alexa's ranking system is based solely on their toolbar. It aggregates data from other sources in order to give you a ranking. For example if you are advertising on Bing, it gets to see how many clicks the ads get and adds it to its algorithm. Now say, you stop your ads and get little to no visitors. What happens? Your Alexa ranking will decrease. Therefore please be careful not to think Alexa only uses its toolbar to rank your website. It would be illogical.
