Is this really true that every last of the year (Nov+Dec) SEO and other income decrees in Dp.

Yeah, 100% true.

As for the poorly worded question, yes it's true in some areas but you will often find people buy more during the nov-dec period, due to christmas coming.
SEO isn't the first thing on people's minds during these times so yeah I guess you can say it takes a decrease.
