Ten backlinks from PR7 pages (not just PR7 sites) would give you massive credibility with the search engines.
Getting backlinks form PR7 will be great but even if you can manage to get 1k links form 1000 sites, it can give your site a boost from traffic point of view.
It really depends on the niche you are in and the level of competition. Sometimes 1000 PR1 links can be better and sometimes 1 PR7 link will be good. It all boils down to "experimentation". Go with whichever is cheaper first. If it does not produce the desired result, go for the next. Be warned that building 1000 links with similar anchors all of a sudden can cause a red flag if your site is less than a year old. Best thing you can do is, wait till your site is aged enough for 1000 links to be built. For new sites, 1 PR7 link would do wonders

In my experience, more often than not, 10 from PR7. Of course if you can get 1000 from PR1 easily do that as well
If your going for the PR7 links, make sure those links are from the home page or page with the actual PR7. If you are gonna go for the 1,000 PR1 links, make sure its not all at once otherwise you could get a penalty, foul! lol. You want to gradually do this over time, real link building work is better than paying someone to massively submit to 1,000 directories.
I would rather have ONE link from a PR7 URL (not "site") than 1000 links from PR1 URLs. The PR7 link which be a much more authoritative link.
