Thats true and it is because Google is busy doing many new updates in its products and services. I have notices a lots of new updates and products from Google in last few month like- Insta Search, Many updates in Webmaster tool, Updates in Blogger, G Buzz , Google TV and many more. wait and you will see many more updates from Google.
it is true Google is making some updation , I am hoping that there will be lot of change when all major changes will be done by Google. There are lot of changes will see in SERP position after major changes...........hope for best

Yes, Google is busy doing some non-sense updates like Insta Search and all. Today also they updated their Adsense to Beta version which is some or what good. But they are not updating the PR as well as SERPs.
Google updates the PR a few times in a year. So there is no other way than waiting for next update which is in late Nov, I guess.
