    Hmm, your best bet is a secured credit card which means you need collateral and borrow against it. Collateral meaning cash in the bank

    i will give you the info about mastercard debit that you have it without credit check and bank account.
    This card is PLASTIC DEBIT CARD that can be load from LibertyReserve, Alertpay, PerfectMoney, Wire Transfer.

    If you want to get Mastercard Prepaid debit card which works like a credit card, you will get it. Like Netspend or Account now providing such Cards for Free.
