Forget about PR, focus on quality content and backlinks, simple as that! Also there are a number of other metrics available to help you gauge the potential of a backlink. MozRank is one of them.
It so weird, that 90% of posts in this forum are about PR. How people obsessed about it. I think they think that PR is kind of measure that shows how successful their SEO is. Frankly if you think like that than you have no idea what SEO is about. If you try making money with PR, you may earn few dollars a month. If these are your targets, go ahead and loose your time and efforts. Affiliates and advertisers pay for traffic or conversions from the traffic, not for PR. Stop concentrating on PR, move your focus to gain traffic. From the traffic you will make more money and your PR will eventually naturally grow. And all your meaningless efforts to artificially increase PR by buying/exchanging links is pure waste of time and you will see your PR going UP, but more frequently going down, while traffic still very low or 0. From other side, the more people who cares about PR, the better to other folks who concentrated on traffic.
I hope Google can make a statement on why PR have not being update for a long time, and end all the rumors by people and webmasters.
Yeah, Google already said that its worthless to a point and that they aren't going to do any PR updates anymore. Actually, they will be doing away with it.
Hi, I don't think this would be the fact before Google work out some other more reasonable resolutions. I do notice many of my inner pages receive new PR since the last update though my homepage is still at PR 4. all the best,
I don't think they have dropped it entirely, as many people conduct their services and products based on PR, besides if they dropped it that leaves a massive hole as to how to guage the authority of a site

Nobody knows what Google is thinking so I dont think it is right to give plain conclusions. Google will update if they want to. Not updating today doesn't mean they wont forever.
