seo can be categorized in On page, Off page, link building, marketing, and paid. and from there you can also include your first child categories

I can think of 10 categories as below: Keyword Analysis Image Optimization Video Optimization Link Building Domain Hosting Wordpress Templates Page Rank SEO Tools You can start with above and add more categories as you go on with the blog.
I don't mean to be rude about this, but there are already numerous blogs about SEO, many written and with contributions from the industries leaders. If you even need to ask what topcs should be covered, how on earth do you expect to write posts which will have anything new on them, or at least have a perspective and opinion which is original. If you want to write a blog, start it about something which you genuinely know a lot about, that is the only way you will build up readers. Also when developing a blog, you do not plan all the pages and content in advance, as new posts are added, you can add new categories on the fly as appropriate.

Visit the major SEO blogs and see what are their most popular (most viewed and most commented) posts are about. That would give you an accurate enough picture of what people (both forum dwellers and others) are interested in.
