I know everyone is always talking about these as great SEO methods, but I still can't see how nofollow links in blog comments or PR-0 links from a site like eZineArticles (which is as obvious a link-building site as any) can get you legit placement improvements in Google, who always go on about how you should just let your content speak for itself when it comes to SEO. Does anyone have any personal experience with the direct results of promoting with comments and/or article directories? I;d love to learn more about how well these methods actually work.
Blog commenting is not considered link building, as you know its nofollow. Article directory links are very low value links.

High PR websites, not just the article sites, do come up in search very quickly. I have experienced it even with a high PR forum. A few months back i posted a question and it appeared on google search results on that very day (within a few hours). If the keywords that you have used as the article title are already on top with a high PR website, it'll take some time to get your article on top. I would like to quote an example; I wrote an article a couple of months back, 'Effective Website Titles' and posted it to Ezinearticles, now for this very keyword 'effective website titles' my article is on top of google and 2nd result it shows is of my own website.
its very common for article sites to appear in SERP, there must be certain level of merit in article submission. it should be better than blog commenting
If you could rank an eZineArticles entry well in the SERPs, wouldn't it be more valuable just to put the article on the site itself?

Blog commenting can be considered as grey or black hat method of link building. Article directory carries low SEO benefits. You can try guest post on high authority blogs for better quality.
They are good methods but so over-used that it makes things difficult to work with. I'd say, make friends with the bloggers and get articles posted/published and build your reputation on sites catered to your niche which have high PR
