Black hat seo is not a good method..That would likely be the same as spamming..

You can get banned by using it

 

When you do seo, after a point you will have to do link exchanges with relevant sites in the targeted niche. Its not a problem to have have a few outbound links from your main site. Its especially healthy when you link sites from your main site with the same targeted niche and business. But:

If you overuse this technique and have 100+ outbound links for different domains from your main site, you may harm your self. (its almost like a bad link directory. Minimal content and just links on a site).
You may also do it wrong, when you link sites out from your niche and category... always ask the question: Will my users find relevant and useful informations on this website what i am about to link? If the answer is no... you get the idea

The worst case: Someone offers a PR6+ link for you in exchange a PR1+ link form your main site. You start howling up these link exchanges and you find your self linking to PR5+ p@rn, s@x, vlagra, etc. sites which offers you good PR links in exchange for a backlink from your site. Its not very useful for your users. This is the idiotic bad neighborhood situation.

Even worst is when you find out, that somehow by a mysterious reason, your site have a lot of outbound links in its footer (CMS get hacked all the time - keep up to date) and you have not noticed it for a long time... there goes the neighborhood again...

To sum up:
Dont link sites because they have high PR. (At the next PR update they wont) and if you use CMS, look for unwanted link in your footer.
Dont link sites if they are not in your niche or not helpful for your readers.

The technique used by you to make increase your search engine rank, which violates the rules made by search engines are called black hat seo. If you use it and you are caught by the search engine, especially google, you will get a big panelty in ranking. Some also say that google will kick your site form search list, which I havent seen yet, so cant say. But, yeah, demotion in ranking is definite.
