today when i send few $ to a person paypal limited my account and held the payment now they are asking for utility bill to resolve this issue how i get my Limit lifted i didnot have any utility bill with my name can i submit my bank account statement for verification? please help me about this
Phone them up and ask them why you've been limited and i don't think you need the name on the bill... but did they ask for just the bill?
They asking for address verification asking for upload utility bill copy or fax it to them should not be old then 6 month
Yes you can try with bank passbook if it is having address or any other identity card or passport. Say them that you don't have anything else. If they don't agree then you will have to arrange a utility bill like telephone or broadband or electricity bill.
Something doesn't sound right here are you living with somebody else or are you student still living at your parents? How come you don't have a utility bill to produce verify your address? You need to provide PayPal with what they ask for or contact them and ask what other appropriate documents can you substitute to verify your identity & address associate with your PayPal account.
Please go to account limitations and get the full info about your limitation. They will ask you about verification i.e address verification, identity and bank account. Then you can solve your problem by submitting verifications. Also submit the transaction ID for paypal payment.

How do you do your work for SEO , any way tell them you are a student and tell them rule of indian national rules . show them that you are a student and over 18 age but do are living in hostel and use paypal for Extra income . because of hostel is a school property so it is not my permanent address proof . for address proof show them your Driving license , Mobile bills, phone bills, bank 1st page where address is printed . it will take little time but solved sure .

You can choose from one of PayPal's competitors and set up an account for yourself with one of them Moneybookers is the world's biggest payment processor compared to PayPal anyways.
