There is no rules. The no required depends on the quality of incoming links. Probably a single PR7 link *might* be enough, or say 50 PR3 links. Too many links from one site may not have the effect you expect. Get more links from different domains.

From what I've noticed is if you have a site online even if it gets no traffic or has no backlinks google will give you a pr2 maybe even a pr3 if you're luck. All it takes is a few backlinks and you will get a pr3 with no problem. A lot of people will disagree but I've seen it happen time and time again. I will make a site forget all about it for a few months then check and it's a pr3. Then I check google and it has no backlinks other then what google indexed.

You can't have PR without backlinks and PR is 100% determined by them. Google never shows all backlinks - only a small fraction. Yahoo is much better at showing backlinks to a site.

There is no exact number because while each backlink can pass approximately 85% of its PR, it is divided between the number of outgoing links on a page. Google can also manually prevent a site from passing PR, so if you get a link from one of those sites, it won't pass any.

Forget about PR - concentrate on relevant links from trusted sites.... which is a lot easier to accomplish if you have one of the best sites for its niche.

No one can tell how much backlink is required for a perticular Page Rank, All depend on Google and number of quality incoming links, Just try adding more and more and sooner or later you will achieve your desired paagerank.

Nobody could say / calculate that. Otherwise PR prediction sites would actually work ;)
It depends not only on the number of backlinks but on their quality as well.
Who cares, just keep building quality backlinks and your SERP will improve. PR too.

No one know how many backlinks are needed to get a PR3, except Google. Anyway, try to get as many backlinks as possible. And try to get backlinks from few different sites.

Don't set up your goal at PR3, set the goal at PR7 and do everything to reach it, otherwise if it set to 3, you will reach 2, and if you set to 7 you might reach 5? :)

A very general question to be answered, apart from the general SEO stuff you may consider using LSO (Latent Semantic Optimization) technique into improving your site's ContentDNA.

Current SEO tools can be summarized into three major groups:

    - First group: Guidelines related to the code (HTML, XML, PHP, etc.)
    - Second group:Guidelines related to linking: both to and from the website
    - Third group:Guidelines regarding the content of the website.

There is widespread agreement amongst today’s SEO experts over the do’s and don’ts regarding the first two groups. These are generally based on a set of practical rules and guidelines which tell you more or less how to build your website in a way that is attractive for the search engines.

The third group, “Guidelines regarding the content of the website”, is far less commonly described in SEO guidelines and recommendations. The only generally agreed guideline is “write good content”. However you will not find a satisfactory definition within the SEO world as to what exactly constitutes “good content”. In short, current SEO knowledge regarding what major search engines consider “good content” and “less good content” is far less clear – rather blurred even. That's where LSO hits, improving and optimizing your content.

I am little bit confused ?
How google knows my content is good one if its has no backlinks. it means that backlinks is the ladder on which your good quality content will climb to the higher page rank, so here the real hero is the backlink and content is side hero??

get me right if i am wrong

Worry less about PR as it is a pretty useless metric. Worry more about SERP, and traffic

I agree, to a certain extent. There are some PR2 websites with a few backlinks but no pr on these linking sites. It really puzzled me coz it doesn't support google pagerank rules by Matt Cutts.

This is so true! Why are you worrying about PR? At the end of the day, it is SERPS that is all important. People should be able to find you on a search!
