LOL your most cost effective SEO company more than likely just going to be some 17 year kid whole is willing to SEO your site for a couple of hundred dollars - you'll probably get an more informed and experience webmaster and they won't charge you a huge consultancy fee. IMHO most SEO companies charge outrageous prices for their services and often the people working them aren't all that crash hot, because if they were they'd be out there creating their own sites and leveraging the rankings with affiliate deals etc.

Them seobook and seomoz I would highly recommend but I would also say they are a bit pricey. However no good seo will do work for dirt money like some freelancer sites seem to be promoting. The price depends on what you want accomplished. "top results" as you say could be $1000 or $100,000. Depends on what your targeting. More info might be useful but if you got money than try one of the above sites I mentioned.
Sorry I disagree. Seo Contests are alot easier to win than to gain a natural ranking for a good phrase. Seo contests are for a phrase that is made up. All sites are usually newer and none have to worry about writing content. The links can be junky recip or directory listings while a good site will require quality one-way links.
Agreed, learn to do it yourself, as long as time is not a constraing on your goals. Surely this will pay off in the long run for you more, than paying for non guaranteed results.

I think, for individuals and small business( with no / low capital), try to read at teh forums, there are great ideas around and see how people are doing SEO. Do not try to buy links, I tried...it hardly works. Most of the links ar eon link farms, so does not really help. Write your own articles/content is the king. If you have money at your disposal, you can hire anyone. I don't, so I do it myself and I have been doing pretty good so far. PM me if you need some advice or the techniques that really helped me.
