Pr3 for a new website will take atleast one year to get. For this, you need lots of posts, lots of backlinks ..

PR 'updates' are going on and on, day by day so it is safe to say that you're page changes everyday. 'Visible' PR updates on the other hand that usually occurs for every 3-4 months. It is the time when you see changes on your Google Toolbar PR.

It can be done within a week if you are good enough and you set up your site at the right time

Before, Google used to update PR in every three months, but now only Google knows the interval between PR update.

You can get PR3 between one or two update period, if you have backlink from relevant site that have PR4 to PR6.

The continuous approach towards link building in good number plus executing this process before PR Update can help you to gain PR

Its possible that a two month website gets PR5 when the pagerank updates. Pagerank has a mathematical formula and its accurate. But usually getting pagerank needs time for usual websites. It can takes 6 month if you have a usual website. But if your website liked by many people, it takes a few months for your website to get a good pagerank.

Depends on what you mean. I have a domain created on June 2010, which got it first content about a month ago and then was updated to PR4 last week.

It has a lot of really strong backlinks though. Including site wide links from four different top notch PR6 sites.

So it is definitely possible for a completely new site to get a PR update even though there hasn't been a world wide update.
