Your link is broken. Regarding backlink, it may not count negatively but you never know. I would suggest never take such a risk. There are plenty of other sites...
For sure not bad but also not will help too much. Usually at forum websites tons of outgoing links, for example: if one of 200 links is your, also same power of page is 1/200+inPage links Search engines cant give penalty for website which are linked from bad site, because in this way can be so easy deindex other websites which we don't want to see good ranked in natural results, just massive linking them from "bad sites"
NO... This website only provide information about black hat seo but if it doesn't contain any adult subject/content then it will not harm you if getting backlink form there.
I also think that there is not any problem in participating the forum, but make sure the forum is not banned in Google.
to be honest its more about who you link to, rather than who links to you, so it should not harm you. linking out to a black hat SEO site from DP though - that's not nice!

BlackHat SEO i think its not a good way to use increases traffic on your sites. Blackhat Seo is a dirty way and google don't like its. It not a good way you just spent some money and get a good page rank.
