Torrents are 100% legal, if they are linked to NON-Copyrighted materials. If they are linked to copyrighted content, then using the torrent to download it IS illegal. Torrents are a means to an end, if your end is copyrighted warez, moviez or muzic than you are breaking the law in most countries, Definantly in the U.S. as i know 90 or 99% of torrent file are illegal mate
You may just receive couple of warnings from your host about downloading illegal copyrights. Thats it. Maybe receive a letter or two in the mail box.
Torrents are definitely not illegal unless it is copyrighted material that's why I said LEGAL only for example Linux distros. BTW Twitter uses P2P to distribute files around their network.
