Firstly, I would like to understand what's the difference between a true and not true Indian? I am a Russian immigrant living in the US. I never qualify Russians by "true Russians" or "not true Russians".

Those who don't understand, the person in the chatlog was very rude and said he refused to sell to Indians. This is called racism, and it sucks. Indians are NOT always trustworthy, no race is - that's reality - and there are more people who attempt to scam from India, Pakistan and other developing nations than from the West - however overall the majority of people are pretty decent; just let's not try to say ALL Indians are trustworthy because obvious that is a lie.
1) He has a wannabe email address 2) He sounds unprofessional, and I wouldn't have bothered talking to him past the first few exchanges, specially after he said he doesn't sell to indians. 3) "Offer uk us price and take my service but i know u cannt so thx for ur effort" - Why even bother to respond after someone insulted you like that? Show some pride.
This conversation was out side of DP. therefore nothing will be done about this. besides, he can sell to anyone he likes, and not to sell who doesn't like. as far as I know, india is an indipendent country, isn't it ? I am not getting his side. but I say, we don't have to worry about him. personally, I have been scammed two times by indians. but I am still dealing with indians. because I know that all Indians are not scammers.
I don't know what to say . That this thread has no useful purpose ? That the conversation is written in eye killing engrish and it sounds like a conversation between two three year olds . That the OP is a idiot for discrediting that guy . I think I'll go for all four . As for racism are not true Indians are a nation not a race . Every one has the right to refuse a sale or a service especially whit the "laws of Internet" . My websites block China , India , Nigeria , Russia & Romania simply because the users from those countries cause more trouble then they're worth it . Does that make me racist ?
Its not about being an Indian or not Indian. Its about the mentality. Some loser who start make a few $$$$ online get on the top cloud and start feeding their ego. Its just plain ego that makes such people talk nonsense.
I'm aware it is between two Indians. Racism is not exclusively present only when two people of different heritage and culture are conversing. Being an Indian and being racist against Indians are not mutually exclusive. Got it?
I think this isn't about racism. In this chat log two people of same nationality are talking the guy who is accused of being racist is just a little extra careful. Maybe because he was scammed by some Indians or he thinks foreigners pay better so he wants customers from countries like US or UK because he wants good price for his services. I don't see anything wrong with this chat log. If you get hurt by talking to somebody on the internet then you should get out more often. There is a lot worst happening in the real world.
