    In my option i have two ways to choose link partner
    1.Find out the websites and go for resource or partner or link with us page.
    2.Looking in forum

    I think I'd start finding software blogs and giving them a heads up that you're putting a best blog list together and in return for including them, you're willing to accept a link back.

    It works well in food and wine related niche's so I don't see any reason software would be any different.
