    I think, you don't have a credit card yet, so you must have atleast 1 credit card visa to link in your paypal account.

    i think if you attempt to pay to personal paypal account holder you will be restricted. Premier or business paypal for indian users may work!

    paypal has so many limits in place for all sorts of transactions. a phone call can arrange the limits to be raised or removed completely.
