Well there is no plugins Used for that. They just inserted the Self coded or Copied code from other site.

 

I'm sure it is a plugin, because the text is changed sometimes (after a few refreshes).

It may not be a plug in, but just a script inserted into the header.
Dynamic Drive used to have scripts like that to use for all kinds of things like scrolling text, changing text, date and time and so on.
