SEo for a Dutch site is no different from SEO in a different language, just that the on-page and off-page must be performed in Dutch. You need therefore a Dutch-speaking SEO expert. Though I speak fluently Dutch I do not offer my services in that language because I am not truly "native". For hints on website translation, I advise you to visit my blog (first link in my signature). Dus: Alles in Nederlands doen. Het is verder géén probleem. Sorry, but no. There are many ways to ensure proper language recognition. Check out the link to see how. Links is indeed one of the important methods, but not the only one. And the 70% statement is completely arbitrary.

Because he is either Dutch or he targets the Dutch market... I thought that should be evident. Not necessarily if he is Dutch... in that case he only needs a Dutch SEO professional. And please, please, do not separate translation and SEO.... check out my post on SEO and translation as well as The Difference Between Localization And SEO Translation. If you separate both things you might mess up really big. And there are plenty of good professionals out there that can perform both tasks...
Yes, but in this case: - Such content should be in Dutch and - The link building should be from quality Dutch sites/pages (you risk that the page is recognized as being in a different language if you link from non-Dutch pages - check out the complaints on this issue in Google Webmaster Central).
