The question is pretty self-explanatory. Is it illegal to write about BlackHat tutorials? I'm thinking of starting a blog about blackhat tricks. Would I get banned by big G for that? Of course I don't intend to resort to use SEO methods on the blog, I'll only be writing about it. Any ideas?
It's a game of luck with black hatting. If Google thinks your misleading someone you will get banned not mentioning the buyers of your product who will be pissed. Adsense is one of those places you have to stay clean until your a premium user and hold some weight.

Google is a difficult subject, I once had an ad of mine banned because the word "mysql" occurred on my page which apparently was a trademark violation. I'm not going to try to address them because they can sometimes be as predictable as a money throwing darts. From a US legal perspective, you can say almost whatever the hell you want to. As long as you do not entice people to do the black hat stuff you are free from criminal matters. Civil is another story, anyone can sue anyone for anything, while it does not mean that they will win it could still cost a lot of money. A disclaimer telling members that this is for educational purposes would help, but only a lawyer can give you real advice here. Also, if you are not in the US you may not enjoy the same rights of free speech, so make sure it complies with whatever laws your country has.
I don't understand why you would get banned for writing about blackhat methods. People have written about everything from how to grow pot and how to make bombs and whatever. In my opinion (and it's just my opinion) as long as you don't do any of the methods, you can write about them and create your tutorials.
The disclaimer bit sounds great. That is one point I definitely should take note of. Thanks! That's what I'd like to believe. But Google can be pretty unpredictable. You never know when they're going to blacklist your site. In any case, I guess we'll never know unless we try. I'm going on ahead with the blog.
