    i think that paypal will debit amount and send a mail to receiver email address that he got a payment
    but not sure about this

    Yes. Paypal will debit amount and send mail to receiver's email address to join paypal and accept that money if receiver email address holder is not paypal account holder. But i think sender cancel payment inbetween time if money is in accept/deny mode.

    Thank you. Is there any time limit to cancel the payment by the sender, if he won't receiver email won't create paypal account

    Funds will get deducted.
    Email will be sent to the user asking to signup for paypal to receive the funds.

    There is a time limit. If the receiver doesn't open a paypal account to receive the cash, you get it back automatically.

    yes, they will still debit the money but the transection will not be accepted. You can get back the money by just cancel the transection
