You can buy lists to start, depending on what your business is. There are numerous ways to get targeted traffic. Try a landing page with a special offer with keyword and content rich copy. Keyword research is where to start. This can be an on-going task for sometime. Know what your business is about and be clear on what you are offering. If you have a unique product or service, use this to get the right traffic to your site. A successful business evolves and tries to be unique.
Google"list building" and you will find some leads. I can't tell you what you need since I don't know your business or what you are trying to do. If the site looks put together poorly - designed - stay away from it. Make sure there are guarantees with what you are purchasing and results that can be tracked. I think VerticalResponse may be all right, but again make sure there is a guarantee and tracking or reports for you to analyze. There may be some blogs with free advice as well.
Buying a list is not always wise, any smart marketer will not sell his list, so you might end up buying spam list's or a big list from FFA sites. Your best bet is to set up a few capture pages, and offer a bribe like an ebook or video that is relevant to the niche you are targeting...

I would never buy leads under any circumstances. Too much problems with spamming comnplaints, and autoresponders like aWeber won't let you add purchased leads. The best way to build a targeted list is to grab a good PLR ebook or one you wrote related to yur niche and then set up a squeeze page to give it away free. Then you start wriitng articles and submitting them to the most popular directories with your squeeze page link in the author resource box. Also, put your squeeze page link in your forum signatures, blog comments, etc. I also put a squeeze on traffic exchanges as well. You can also write an ebook, embed a few links to your squeeze page inside and then give it away on all of the classified sites like Craigslist, Backpage and USFreeAds. That should get you started.
