I am newbie and need help.

Here is my problems..in this script " i can't Found where to sett The timer/ Switching Off " ( its a URL shortner and redirection But With Timmer to auto redirect after making a short URL )

I Need help, How to sett auto timmer to redirect is stop, so to continue visiting URL should click " Continue " then go to URL

above the code for redirecting to home page, if there is no url found.
