Mail Google itself. They should give d best reply. Since u have an adsense account it makes things easier. They will reply u in a business day.
the most important is to have an idea of what your site will be about before going with this or that script. But personally on shetoldme.com I use drupal + drigg module.
vBulletin is working great, but really I have no idea what you actually want on your site. Communities are not easy built and I would suggest you to just use drupal, WP or similar.
Drupal is probably the best solution, it harder the vbulletin, SMF or PHPBB but it gives you higher flexibility. There is a mod for Adsense sharing in drupal: http://drupal.org/project/adsense
